This tutorial will teach you to make splat layouts of any kind. You can use them for anything you would like. Neopets, website layouts, and more.
I'm using Paint Shop Pro XI, but with some common knowledge of photoshop, you can convert the steps to what you need in photoshop.
1. Open up a blank canvas sixe 800 by 600.
2. Use the flood fill tool and fill it with a pastel color. I am using the hex color #cafba1.


3. Make a new raster layer and stamp some black brushes around..
4. Make another raster layer and fill it with some target stamps. I am using the color #7bd6f1.

5. (This step is for paint shop pro, to do it in photoshop is a different step.) Go to selections --- Select all. Your blue target layer is now selected. Press edit -- copy.
Press file -- new. Make sure the new image is flood filled with white. Go to edit -- paste as new selection. Your blue targets should now be on the white page.
Now go to selections --- Modify --- Select selection borders. Set your settings to mine:

6.Press edit -- Copy. Now paste this layer back on your layout by going to it and pressing edit --- paste as new selection. Place the white outlines a little offset to your targets:

7. Repeat steps 4-6 using different colors of targets. I am using the color #f597ca
You should have something similar to this:

8. Now make another raster layer. Use some grunge/water color brushes in a new color and splat them around. I am using the color #cf97f5.
Repeat this step with another color. Then use splat brushes and stamp some in white. You should have something similar to this:

9.Go to the layers palette and select your second layer of target brushes. (step 7) Now go to your layers pallette and set this layer to color(legacy) or color.
You can also set any of your other layers of brushes (Step 8) To color(legacy) or Color, also.

10.Make a new raster layer. Stamp some white sparkle brushes around the green background. Set this layer to overlay, any opacity you want.
11. Go to layers -- Merge -- merge all (flatten) Sharpen the layer once by going to Adjust >> Sharpness >> Sharpen.
12. Make another raster layer. Choose your rectangle tool. Make a square, where your text will be, and set the opacity, from the layers pallette, to around 64.

13. Find a PSD you like. If you like a border on it, follow steps 14 and 15.
14. Press file -- new. And flood fill with any color. I am using black. Paste your PSD on the black background. Go to selections -- modify -- expand. Set the number of pixels to anything you like.
15.Press edit -- copy. Then paste your PSD back onto your layout.
16. Put some text on the layout, and any effects you'd like. You are done.!
